DNS, asked from several resolvers at once
Every location asks its own resolver on its own network. Matching answers mean the change has landed. Answers that differ mean it is still on its way, and that is the only way to see it.

Each of our locations asks its own resolver, on its own network. When they give different answers, the record is still propagating, and that is the thing a lookup on your own machine cannot tell you.
